The Commonwealth Fund’s Harkness Fellowship is a unique year spent in the United States to conduct international comparative studies under the guidance of leading U.S. experts for individuals committed to advancing health policy and practice. Fellows are advised to seek salary support from their employer in their home country, especially if they come from a commercial organization. In some cases, fellows may choose to arrange paid leave from their educational institution (instead of receiving monthly living expenses) in order to maintain their current income. If your fellow’s institution provides partial salary support, it will be supplemented by a federal fund to cover your monthly living expenses.

- We propose research projects that are relevant to both the United States and its home country and focus on making policy or system-level changes.
- Have relevant educational and work experience to carry out the proposed research and make the most of your fellowship experience.
People with historically marginalized backgrounds and those who are underestimated in health policy and health care are highly encouraged to apply.

All candidates must complete an online application that includes:
- Statement of professional purpose;
- resume;
- Preliminary proposals for policy-oriented research projects that fit into (up to 5 pages, excluding references) Commonwealth Fund’s main areas of interest;
- One letter of recommendation from the applicant’s department head or the director of the educational institution (multiple applicants may apply from the same educational institution).
- Three additional letters of recommendation from individuals who can comment on the applicant’s past research and potential contributions to the proposed research project.
